The illustration in question is centred around the recent news of structural failures in schools. Hopefully it should be self-explanatory, but just in case the visuals are meant to depict school-shaped unstable Jenga/domino, being held up by a minister (in this case — one bearing an uncanny resemblance to Nick Gibb) and some school children wearing safety gear and playing with a dump truck, are a commentary on the Safety Inspectors. This illustration is meant to satirise the government's uncertain response to concrete safety concerns in schools, highlighting the lack of proactive action and accountability.
